Maryland Code, Permit & HOA Realities

Maryland adopts the IRC and IECC with state amendments. Roof replacements require ice-and-water shield 24" past the warm wall, synthetic underlayment over the entire deck, and step flashing (not roofing cement) at every wall intersection. Anne Arundel, Howard, Montgomery, and Prince George's counties all require permits and post-installation inspection for roofing, siding, and most window work. Frederick County requires permits for full re-roofs and any structural work.
